　「今回の記事の場合は政府機関や企業へのハッキングが重大なリスクをもたらす」と訳すことができます。
 
grave risk　重大なリスク
　graveは形容詞で「重大な」という意味があります。程度としてはseriouslyよりも重い時に使われるので相当重大な時に使われる単語ですね。他にも名詞型で「墓」、動詞で「彫刻する」といった意味があります。

　攻撃を阻止することは「非常に複雑で困難である」ということです。
 
 
In a statement on Thursday, Cisa said government agencies, critical infrastructure entities and private sector organisations had been targeted by what it called an "advanced persistent threat actor", beginning in at least March 2020.

　もともと「崩壊させる、分裂させる」という強い意味を持つ単語です。それが転じて「混乱させる」という意味にも使われます。
 
deter 〜することを思いとどまらせる
　deter from ~で「〜することを抑止する」というような意味になります。

　文字通り「敵」ですね。またスポーツの対戦相手にも使われたりします。
